The NCAAA and AgingCT were pleased to support the CT Aging & Disability Services (ADS) – Bureau of Aging’s proposal to the CT Legislature this past session regarding the Municipal Agent program here in Connecticut. A Municipal Agent for Aging is an officially appointed town or city representative specifically mandated in places like Connecticut since 1972—who helps residents age 60 and older find, understand, and apply for local, state, and federal benefits, programs, and community resources.
Public Act 26-74 AN ACT CONCERNING PUBLIC HEARINGS FOR CERTAIN RATE INCREASES AT ASSISTED LIVING FACILITIES, MUNICIPAL AGENTS FOR AGING, EMERGENCY POWER GENERATOR REQUIREMENTS FOR CERTAIN MULTIFAMILY HOUSING PROJECTS, PERSONAL PROTECTIVE EQUIPMENT FOR HOME HEALTH AIDE EMPLOYEES, THE NURSING HOME BED MORATORIUM AND NURSING HOME RESIDENT DATA.
Public Act 26-74 makes changes to the Municipal Agent program as of July 1st, 2026, including:
- Mandates that every Municipal Agent must attest to not having a CONFLICT OF INTEREST at appointment or reappointment, and provides guidance to municipalities when a CONFLICT arises
- Provides flexibility for two municipalities who wish to ‘share’ a Municipal Agent by joint appointment or MOU
- Changes the name, updating the program name from “Municipal Agent for the Elderly” to “Municipal Agent for Aging”
In anticipation of the change, ADS created a webpage on ADS’ site with information about the program; in the future this will also have an active link to the associated state statute as well as the electronic APPOINTMENT FORM that municipalities must complete upon re/appointment of an MA.
